Uttargaya rural municipality situates in the western part of the Rasuwa district. Uttargaya rural municipality was formed by combining then Haku (8,9), Laharepauwa (1-7 and 9), Thulogaun, Dandagaun VDCs. The Rural municipality has total area of 104.51square kilo meter and is divided into 5wards. Kalika rural municipalitylies in the east of Uttargaya rural municipality. Similarly, this rural municipality is surrounded by Dhading districtin the west, Aamachodinmo rural municipality in the north and Nuwakot district in the south. The geography of this Rural municipality includes naturally decorated high hills snow mountains, and cold weather. Uttargaya rural municipality has the total population of 8255consisting male population 3845and female population of 4410as of Census of Nepal 2011. There are 1846households in Uttargaya rural municipality.

The famous religious place Uttargaya Dham lies in Rasuwa District; hence this rural municipality is named as Uttargaya Rural Municipality. People like Brhaman, Chhetri, Gurung, Shrestha, Tamang, Lama, Ghale etc. resides in this rural municipality. Herbal collection, agriculture, trade and livestock farming are some key economic activities of this rural municipality. People of this rural municipality celebrate the festivals like Dashain, Tihar, Loasar, Buddha Jayanti, Teej etc.  This rural municipality is famous for touristic destination and its natural beauty.
