Swamikartik Khapar Rural Municipality has been situated at Bajura district of Sudur Pashim province. It was established in 2073 B.S. by combining then Sappata, Jukot and Wai Village Development Committees. it is surrounded by Kalikot and Mugu districts at east, Jagannath Rural Municipality at west, Himali Rural Municipality at north and Kalikot district at south. it has been divided into five wards. It is mountain land area with cold weather. Name of this local unit was kept after the god Swamikartik. It is the smallest Rural Municipality of the district. There are 47 educational institutions in this Rural Municipality.

Total population of this Rural Municipality is 14,909 with 2442 households as per the census 2011, among them 42% are Chhetri people followed by Brahmin and Thakuri. Total number of ethnic groups includes 10. Majority of the people speak Nepali language. It covers the area of 110.5 kilometer square.

Animal husbandry, herb collection and seasonal Indian employment are major occupations in this area. Apple farming is major prospective farming in this Rural Municipality. Other then this potato, millet, maize are some food crops.

Mr. Chiranjivi Shahi is the Chairperson and Ms. Meema Budha is the Vice-chairperson of this Rural Municipality. Center of this Rural Municipality is located at Suijiula village. 27 local representatives were elected during last local election from this Rural Municipality.
