Sayal Rural Municipality is situated at north-west part of Doti district, Sudur Paschim province. it was established in 2073 B.S. by combining then Chhapali, Toleni, Doud and Khatiwada  Village Development Committees. it has been divided into six wards. This local unit is surrounded by Khaptad National Park from east, Adarsha Rural Municipality from west, Bajhang district from north and Dipayal Silgadhi Municipality from south. it is mountain area of west Nepal.

As per the census 2011, total population of Sayal Rural Municipality is 19,575 with 3,773 households. Population of female is 10,694 and male is 8,881. Average family number is 5.18 members. Ward number three is most populated ward. Total area covered is 122.72 kilometer square. It is residence of about 15 ethnic groups, among them Chhetri is major population which constitute 62.68% followed by Kami and Damai. Mother tongue of 99% people is Doteli. Most of the upper parts are surrounded by snow. Agriculture is the major occupation in this area substituted with animal husbandry. Wheat, maize, barley, millet are major crops including vegetables and fruits. Youths are also attracted towards foreign employment. Number of educational institutions is 60. Literacy is just 44.1%.

Mr. Tej Bahadur Damreli is Chairperson and Ms. Bisna Devi Sin is Vice-chairperson of this Rural Municipality. Total number of elected local representatives is 32. Center is Dudilegada village. Total number of employees working under this local unit is 15.
