Situated towards the eastern face of Golanjor Rural Municipality & Tinpatan Rural Municipality, Phikkal Rural Municipality was formed by combining six then VDCs Mahadevdada, Pokhari, Kholagaun, Khangsang, Solyapathana and Ratnawati. The Rural municipality has total area of 186.06 square kilo meter and is divided into six wards. Phikkal Rural Municipality is connected with southern part of Okhaldunga district & western part of Udayapur district. The geography of this Rural municipality includes steep hills as well as plain lands. Since there are some hillocks risen in the Chure located in this area like hearth stone.

Phikka Rural Municipality consists of 3,035 households with total population of 16,968 (male 8,143 & female 8,825) as of Census of Nepal 2011. Phikkal Rural Municipality turned into Rural Municipality when fulfilling the requirement of the new constitution of 2015. There lived various castes of peoples like Chhetri, Brahaman, Magar, Newar, Kaami, Damai, Sarki, Bhujel, Majhi, Tamang, Sunuwar, Rai etc. and we found variety in cultural values also. They celebrate festivals like Vijayadashami, Dipawali, Ramnawami, Maghesankranti, Saunesankranti, Teej, Buddhapurnima, Janaipurnima etc.

The office of the Phikkal Rural Municipality lies in Ward No. 06. Mr. Dhan Bahadur Karki & Mrs. Parbati Sunuwar are the Chairman & Vice-Chairman respectively of the Phikkal Rural Municipality.
