The geographical area of Phalgunanda Rural Municipality is 107.53 sq km. It has a population of 24060 according to census 2011. This rural municipality has seven wards. It was formed by merging six former VDCs. It is surrounded by Phakphokthum gaunpalika of Ilam district in the east and Kummayak gaunpalika in the west and Phidim municipality in the north and Milkajung gaunpalika in the south. The headquarter of this municipality is situated in Phaktep.
This is the land of Limbu tribe, they are also high in population but ethnic wise it is well mixed with limbu, chhetri/brahmin, rai, tamang, magar and sunar. Besides this Majhi and Kumal Community identifies as minorities also living here. Yak and chauri farming is the main occupation people are involved in along with agriculture for livelihood.
The Chairperson and Vice chairperson this rural municipality are Amar Kumar Nembang and Devitra Kumari Angdembe respectively.
