Out of seven rural municipalities located in Jhapa of Province No.1, Kamal is the one. Previous VDCs, Topgachhi and Lakhanpur were merged to form this local body.
This rural municipality is divided into total 7 wards and the headquarters of this newly formed rural municipality is Topgachhi.
Towards the north lies Ilam district and Gauradaha Municipality and Gaurigunj Gaunpalika lies towards the south. Similarly, Ratuwa Khola works as its western border while Shivasatashi Municipality shares border towards east of this Gaunpalika.
Kamal Gaunpalika has an area of 104.57 square kilometers and the total population is 44,365 including, 20,296 male and 24,069, according to Census conducted in 2011.
This Gaunpalika has mixed settlement as people of different ethnicities and people of Brahmin, Chettri, Limbu, Rai, Damai, Kami, Dhimal, Salthan, Magar, Rajbanshi, Tamang, Gurung and Majhi community live here in harmony.
Menaku Kafle is the Chairman and Benu Prashad Shiwakoti is the Vice-chairman of this Gaunpalika.
