Chhinnamasta Rural Municipality is situated at mid-south part of Saptari district, province number two. This Rural Municipality was established 2073 B.S. by combining then Barahi, Birpur, Kocha Bakhari, Chhinnamasta and Rajgadh Village Development Committees. This local unit is surrounded by Tilathi Koiladi Rural Municipality and Indian border from east, Rajgadh Rural Municipality and Indian border from west, Rajbiraj Municipality and Indian border from south and Bishnupur Rural Municipality from north. This was named after the Hindu temple Chhinnamasta Bhagwati goddess. This unit has been categorized into seven wards. This includes plain land Indian boarder area with Madhesi communities residing. Local government has prioritized agriculture and infrastructure development.
As per the census 2011, total population of this Rural Municipality is 28,437. Population of male is 14,246 and female is 14,191. There are about 15 different ethnic groups residing under this local unit out of them Yadav, Tharu and Muslim are major ethnic communities. This local unit covers total area of 38.72 kilometer square. Most of the land is covered by forest and farming area. Maithali is major language spoken. Farming is major occupation under this area. Paddy, maize, wheat and mustard are major crops that could be cultivated. Trade, foreign employment and service are other occupations. This area is connected by gravel road and most of the people have access to electricity.
