Bijayanagar rural municipality is located in the western part of the kapilbastu district. VDCs such as Gugauli, Khurhuriya, Pathhardeiya and Ganeshpur, were combined in Bijayanagar rural municipality. The Rural municipality has total area of 173.19 square kilometers and is divided into 7 wards. Shivaraj municipality lies in the east of Bijayanagar rural municipality. Similarly, this rural municipality is surrounded by Nepal-India boarder in the west, Nepal-india boarder in the north and Krishnanagar municipality in the south.
